When Window Film Should Go Into a Tenant Improvement Schedule

Two calls come in on the same tenant improvement project.
The first one lands six months out. The space is still a drawing, nobody has picked the glass yet, and the caller wants to know what we need from them. That is the right call to make. It is just too early to set a date.
The second comes on a Thursday afternoon. The owner walks the space on Monday, film is sitting on the punch list, and nothing has been ordered. That one is a problem.
The install date sits between those two calls. Film comes with product limits on temperature, site conditions and paperwork, and those limits narrow the window more than most TI schedules expect.
Here is how we fit film into a schedule for teams building around Seattle, Bellevue and the rest of the Puget Sound.
Window film is a specification section, not a cleaning task
On most TI schedules we see, film sits in the same cluster as final cleaning and signage. That placement causes more grief than any other scheduling choice.
Film goes on wet by design. The glass and the adhesive both get flooded with application solution, then squeegeed. What follows is a cure that runs for weeks. 3M says an installed film usually takes 30 days or longer to cure fully, and that the time varies with temperature, humidity and sun exposure.
Once you treat film as a curing product rather than a finish, the closeout slot stops making sense.
Where window film sits in the spec book
Film belongs in Division 08 with the rest of the openings work, usually somewhere in the 08 87 range. The exact number moves with the manufacturer and the film type, so use it as a starting point rather than a fixed standard. 3M writes its own guide specs under 08 87 00 for glass finishes and 08 87 13 for solar control. Its safety and security films sit under 08 87 16 and 08 87 53.
What comes with the number matters more than the number itself. Once film is specified as part of Division 08, the project usually asks for submittals before anything gets ordered. The 3M glass finishes spec lists:
- Product data for each film named on the drawings
- Shop drawings showing where the film goes
- Samples, 4 inches square, for color and pattern approval
- Care instructions, including which cleaners will ruin the film
- A mock-up, if the project calls for one
- Two percent spare material, handed over at the end
Some specs also want proof that the dealer and installer are authorized by the manufacturer. How long this takes depends on the job. Product data and dealer paperwork can be ready in a day, while samples, mock-ups and review cycles can add weeks.
What has to be true before we can start
Two things decide how a film install goes. One is the temperature at the glass. The other is what else is happening in the room. Both sit in the product documents, and both get squeezed when film lands late.
Envelope closed, wet work dry, ceilings done
The 3M glass finishes spec says to wait until the space is closed in and weatherproof, wet work is finished and dry, and work above the ceiling is done. It also asks that temperature and humidity sit at normal occupied levels.
Each of those solves a real problem. An open shell lets wind blow grit across wet glass, and grit under film shows as small bumps you cannot squeeze out afterward.
Drywall mud, paint and fresh concrete release moisture for days. That pushes up humidity, which pushes up the dew point, and condensation then forms on any surface colder than that dew point. In a cold winter shell, perimeter glazing is often that surface.
Work above the ceiling is the simplest one. Ladders, dust and dropped tools all end up over the glass we just finished. The same spec says to wait until finishing work in and around the area is complete, which puts film after drywall, paint, ceiling grid and built-ins.
Temperature, humidity and condensation
Every film has an application temperature range, and the range moves by product. The 3M glass finishes spec sets 60°F to 100°F. The current FASARA bulletin sets 54°F to 100°F. Check the bulletin for the film actually specified, then check both the room air and the glass surface against it.
Repeated condensation is a different problem from a cold room. 3M says its glass finishes are not recommended for interior spots where condensation keeps forming. Its warranty bulletin also drops coverage for moisture exposure that is not normal for the building.
That is worth remembering on a winter job. Film can go on cleanly, look right at handover, and still have cured in conditions the manufacturer never intended.
Why Seattle winters change the sequence
Most advice about film scheduling comes from places that hold 60°F indoors without trying. In a shell with no permanent heat running, our weather gets a say in the install date.
Unheated shells from October through March
NOAA 30-year records for Sea-Tac show average highs of 47°F in December, 48°F in January and 50°F in February. Sea-Tac also averages no days reaching 60°F in December or January, and one in February.
Put that next to a range starting at 54°F or 60°F, depending on the film. A shell without permanent heat is not something a TI team should count on through winter. Perimeter glazing usually runs colder than the air in the room, so a thermostat reading and a glass reading can be several degrees apart.
Three approaches cover most projects, and the schedule usually decides which one:
- Install after the permanent HVAC is running and balanced
- Bring in temporary heat and drying, then check the glass surface as well as the air
- Split the job, doing interior glass partitions early and perimeter glazing once heat is on
That third option is the one most TI teams have never been offered. Decorative and privacy film on meeting room partitions sits in the warm core of the building. It can go in weeks before solar film on cold perimeter glazing.
Too early: what happens when other trades are still on site
The opposite mistake is just as common. A GC sees fresh glazing, wants the film handled while access is easy, and calls us in with six other trades still working the floor. Clean glass looks like a green light. It is not one.
The 3M spec ends with a line that almost never gets assigned to a person: protect the finished glass for the rest of the construction period. Protection takes material and labor. When film goes in early and nobody owns that task, damage turns into an argument at closeout.
Who owns the damage after film is installed
Half of this is settled in the documents. Once we start work, we are accepting the glass in the condition we found it. The 3M spec says so plainly: starting the job implies the installer accepts the surface and conditions. We look before we start, and we speak up if the glass is wrong.
3M also asks its dealers to complete a glass questionnaire and checklist before installation. That paperwork records the glazing as we found it, which is the closest thing to an agreed baseline anyone gets.
The other half is where projects get stuck. Protection after install, and repair of film damaged by other trades, rarely get priced unless somebody asks. Three questions close the gap, and all three belong in writing before we show up:
- Who inspects the glass before film goes on, and who writes down what turns up
- Who pays for protection if other trades stay on the floor after us
- Who replaces a damaged panel, and out of whose line item
Sort that out at buyout and the closeout conversation never happens. Leave it and somebody absorbs the cost.
Too late: the punch list problem
Film on the punch list squeezes all of the above into a few days. No approved samples, no glass questionnaire, no protection plan. We have walked into spaces where the film had not even shipped and the certificate of occupancy was two weeks away.
Three things make a late install worse than it looks.
The first is cure time. 3M says not to wash newly installed film for 30 days so adhesion can build. Install the week before turnover and the final cleaning crew arrives partway through that window.
The second is warranty paperwork. 3M warranty periods run from the installation date, and the dealer has to register the warranty within 30 days of install or coverage is void. That part is on us, not the GC. It only works if somebody tells us the real install date.
The third is the glass itself. Film work often becomes one of the closest pane-by-pane looks anyone gives the glazing late in a project. Scratches, coating flaws and failed seals turn up right then. At punch list, no room is left in the schedule to work out whose problem it is.
The window we recommend, milestone by milestone
This is the sequence we hand to TI teams when they ask us to map film onto their schedule. Film can usually hang off milestones the job already has.

The fifth row is our own scheduling preference rather than a manufacturer rule. We ask for two weeks after mechanical startup and interior finishes, and before the final clean. That buffer lets us hit the temperature range and still leave part of the cure period before the building fills up.
Submittals, mock-ups, material lead time and glazing corrections can all still move the date. Treat the sequence as a plan to check against your own schedule, not a guarantee.
What to put on the pre-installation meeting agenda
No manufacturer document requires this meeting. We ask for one anyway, because twenty minutes of questions has saved more schedules than any other habit we have.
When we sit in it, we bring seven items:
- What glass is on each elevation, checked against the glazing submittal
- Whether there will be heat on install day, and who takes the reading
- Which trades are still working, and on which floors
- Who protects the film afterward, named on the spot
- Access and hours, including lifts for upper floors
- The 30-day washing restriction, sent in writing to the cleaning contractor
- The real install date, so the warranty gets registered in time
None of these need a film specialist to answer. They just need somebody to ask before the material shows up.
